What the Heck Does this Mean? - Confusing Signs

Often times when I travel, I see signs that I don't understand. And sometimes there are signs in my own country I don't even understand. For instance, take the one below. I've seen this before and I've never really understood what it meant. And then I found an article about it here and it seems I'm not the only one that is confused. The comments from readers on that article were hilarious.
Do you know what this sign means? Do you have any signs in your country that are also confusing? Please share!

It was an awesome experience to learn about my family's history and I was quite pleased to show off my vietnamese language skills to the locals. It's quite a big deal for an american-born.
